Perhat Yazberdiyevich Yagshyyev was born on December 6, 1984, in Ashgabat, Turkmenistan. From 2002 to 2006, he studied at the State Technological University “STANKIN” in Moscow, Russia, earning a bachelor’s degree in management and economics. After graduating, he worked as an accountant at the company “TürkmenÇoli” HO (2007), then as a specialist at the Ashgabat Textile Complex (2009–2010) and at a medical and cosmetic cotton products factory. He also served as an inspector for construction materials at the Turkmen branch of Hyundai Engineering Co. Ltd. From 2011 to 2012, he worked as a leading specialist in the contracts and marketing department of the State Concern “Türkmengaz.” From 2012 to 2020, he held senior positions at the Supreme Control Chamber of Turkmenistan, including head of the department for analyzing state investment and construction projects. From October 2020 to February 2025, he served as head of the Department for Oversight of Key and Large-Scale Construction Projects in the economy, finance, and banking sector under the Cabinet of Ministers of Turkmenistan. Since February 2025, he has been serving as Deputy Minister of Finance and Economy of Turkmenistan.
