Born on January 20, 1974, in Mary, Turkmenistan. From 1981 to 1991, he completed his secondary education at Secondary School No. 12 in the Mary velayat. From 1991 to 1996, he studied at the Tashkent Electrotechnical Institute of Communication, specializing in automated telecommunications. From 1996 to 2012, he held various positions at the “Mary telecom” velayat telecommunications enterprise (engineer, department head, workshop supervisor). From 2012 to 2018, he served as deputy and then director of “Maryt elecom”. From January 2018 to February 2019, he was Deputy Minister of Communications of Turkmenistan. From February 2019 to July 2021, he served as Deputy Chairman of the Turkmenaragatnashyk Agency under the Ministry of Industry and Communications of Turkmenistan. Since July 2021, he has been serving as Deputy Chairman of the Turkmenaragatnashyk Agency of the Transport and Communications Agency under the Cabinet of Ministers of Turkmenistan.
