Toyguly Nurov graduated in 2001 from Turkmen Agricultural University named after S.A. Niyazov. From 2002 to 2010, he served in the relevant professional defense (security) agencies of Turkmenistan as a state official. From 2010 to 2020, he worked at the Turkmensenagat Agency of the Ministry of Industry and Communications, rising to Director of the Kelete cement plant of the Turkmensement state company. In 2020–2021, he was Acting Director of the Baherden cement plant. From October 2021 to February 2023, he served as Deputy Head of the Department of Construction Production and Head of the Department of Building Materials. Since February 16, 2023, Toyguly Nurov has been the Minister of Industry and Construction Production of Turkmenistan.
