Ambassador William R. Leaf assumed his role as Head of the OSCE Centre in Ashgabat on 4 August 2025, succeeding Ambassador John MacGregor. A seasoned American diplomat and international security expert, he brings over 30 years of experience and extensive regional knowledge to the post. Ambassador Leaf has held senior OSCE positions in Turkmenistan and Kyrgyzstan since 2013, including leading the Politico-Military Dimension in Ashgabat and serving as Acting Head of Mission. His work has focused on arms control, countering transnational threats, and engaging with national security institutions. Before joining the OSCE, he held U.S. Government roles in Turkmenistan, including Assistant Defence Attaché and EXBS Advisor.
