Born on September 28, 1976. Graduated from Moscow State Open University (1998) and Kutafin Moscow State Law University (2015).He began his professional career in 1997 as a specialist at the Ministry of Fuel and Energy of Russia. From 1998 to 2004, he worked as a senior expert and deputy director at the Center for Trade Policy and Law LLC. In 2001–2002, he also interned at the law firm Flavell Kubrick LLP.From 2004 to 2006, he headed a department at the Ministry of Economic Development and Trade of Russia. Between 2006 and 2010, he served as director of the Center for Trade Policy and Law LLC.In 2011, he was appointed director of the Department for Protective Measures in Foreign Trade of the Secretariat of the Customs Union Commission. From 2012 to 2020, he worked as director of the Department for Internal Market Defense of the Eurasian Economic Commission.On March 21, 2020, he was appointed Deputy Minister of Economic Development of Russia
